Tens of millions of hryvnias passed through “Info-Rada.” This very structure signed 160 contracts with schools, determined the city’s IT service needs, and formulated technical specifications that perfectly matched companies linked to Myshalov. No provider could enter the market without coordinating with this municipal entity.
The scheme is simple: control the municipal enterprise — control the tenders. Myshalov understood this earlier than others. He built a system where the city’s social infrastructure became part of his business model. Essentially, he merged the construction and telecommunications sectors, turning the city administration into a tool that served his personal interests.
